.

CHAPTER II

COMPREHENSIVE PLAN

Irrigation p~ment capacity

Estimated average irrigation p~ment capacities by land c1as.s for the
Juniper project are summarized below. These capacities .reflect crop yields
and general farm efficiencies anticipated at the end of the development
period when p~ments on project construction costs by the irrigators would
begin. The p~ment capacities are for the essentially full water supply
that 'Would be supplied by the project.

Land class
Class 1
Class 2
Clas s 3
Total

E~timated annual
payment. <;apacity
Per acre Total
-$8.00 $80,000
'1,00 385.000
5,50 19~.000
65 ,000

Acrea!!e
10,000
55,000
35.000
100,000

Irrigation benefits

.

Irrigation benefit evaluations were made in anticipation of contin-
uing improvements in agricultural efficiencies and farm production tech-
niques throughout the 100-year period of project economic analysis. The
increase in efficiencies is anticipated from improvements in farm animal
breeds, nutrition and animal housing, soil, and water management, farm
machines and labor-saving devices. crop varieties, and disease and insect
controls 0 The point in time at 'Which increasing annual benefits would
reach the average annual equivalent benefit for the lOa-year period is
estimated to be about 25 years after the end of the project development
period.

The benefits are estimated as direct benefits, which are essentially
a measure of net farm income to the farm settlers; indirect benefits, which
are a measure of the business prof! ts associated with the increased volume
of farmers' purchases and sales flowing through trade channels; and public
benefi ts. which are the value placed on the new farm settlement opportuni-
ties that would be offered by the project. The benefits have been esti-
mated as average annual equivalents over a lOa-year period with the values
discounted for the 10-year development period. The estimates are shown
below.

'Direct benefits
Indirect benefits
Public benefits (500 new farms)
Totals

Averalre annual
equivalent benefit
Per acre Project total
~ $4,000,000
31 3,100,000
-2. ~OO ,000
fb 7, 00,000

.

47
