.

CHAPI'ER II

COMPREHENSIVE PLAN

Under the project plan the peaking requirements for Artesia Canal for
the month of July would be met by storage releases from Artesia Reservoir
so that the required peak capacity at the head of Deadman Bench Canal
would be 2,050 second-feet or 370 second-feet less than the 2,420 second-
feet that would be required without the reservoir. Thus the inclusion of
Artesia Reservoir would permit the peak capacity of about 120 miles of
the Deadman Bench Canal to be reduced by about 370 second-feet.

Juniper Reservoir operation and energy production

A simulated operation of the Juniper Reservoir and estimates of energy
production for the 40-year period 1922 through 1961 are summarized in the
table on the following page,

The annual reservoir filling season includes. the continuous period
during which the monthly inflows would exceed the monthly project water
requirements and releases and storage water would accumulate in the reser-
voir, The annual reservoir drawdown season following the filling season
includes the continuous period during which the monthly inflows would be
less than the monthly project water requirements and release of storage
water would be necessary to supplement inflows in meeting the project
requirements, The filling season usually includes the months of March
or April through Mayor June with the following drawdown season including
. the months of June or July through the following February or March..

The reservoir operation shown is based on releases at the Juniper Dam
to meet the monthly project irrigation water requirements, a minimum con-
tinuous release of 200 second-feet to Yampa River for stream fishery and
power production at practically 100 percent plant factor for approximately
2,500 kilowatts, and an additional firm monthly release ~f 23,000 acre-feet
for peaking power production at a minimum monthly and annual plant factor
of approximately 18 percent for the 27.500 kilowatts of peaking capacity
at the 30.000-kilowatt plant, Release of firm monthly peaking power water
could vary by hours and days during the month as required for power peak-
ing operations, Also some flexibility in storage operations during the
reservoir draw down season would permit conservation of peaking power water
for release only during system peak load seasons and thus would permit
peaking operations at a higher weekly or seasonal plant factor in such
seasons within the limits of the average annual release of 276,000 acre-
feet,

With coordinated operation of Juniper and Artesia Reservoirs the esti-
mated normal monthly project water requirements for releases at Juniper Dam,
including the requirement for evaporation losses at Artesia Reservoir,
would be approximately as shown on page 41.

.

39
