<br />I <br /> <br />I <br /> <br />I <br /> <br />Alternative 3, a cooperative effort with the Colorado Department of <br /> <br />Highways, has already been initiated. The Department operates two rest areas <br /> <br />I <br /> <br />on 125 east of Larkspur and had intended to construct two package-type treatment <br /> <br />I <br /> <br />plants- one in each area - in October, 1978. The Larkspur Homeowner's Association <br /> <br />became aware of these plans and asked the Department to consider constructing <br /> <br />I <br /> <br />a single lagoon type facility with sufficient capacity for both rest areas <br /> <br />and the town of Larkspur. A series of meetings in August and September led <br /> <br />I <br /> <br />to agreement between the Association and the Department on the size, location <br /> <br />I <br /> <br />and design of the facility. The Department of Highways has completed the <br /> <br />design of the lagoon system and anticipates completion of the construction <br /> <br />I <br /> <br />by January, 1979. Two-thirds of the 75,000 gpd plant capacity will be reserved <br /> <br />for the Department and one-third for Larkspur, <br /> <br />I <br /> <br />When Larkspur is ready to discharge wastewater into the treatment facility, <br /> <br />I <br /> <br />it will be expected to pay one-third of the construction cost of the facility <br /> <br />or approximately $34,000. <br /> <br />I <br /> <br />The annual operation and maintenance costs will also be pro-rated on <br /> <br />lagoon capacity with the Department paying 2/3 and Larkspur paying 1/3. The <br /> <br />I <br /> <br />annual share for Larkspur is estimated at about $3,500,00 for salary, overhead, <br /> <br />I <br /> <br />electricity and disinfection. The present worth of $3,500.00 annual costs for <br /> <br />twenty years at 7% interest is $37,000. The total equivalent cost of this <br /> <br />I <br /> <br />wastewater treatment alternative is $71,000. <br /> <br />Treatment Alternatives <br /> <br />I <br /> <br />The recommended ranking of each alternative wastewater treatment method, <br /> <br />based on cost and long-term stability, is presented below in order of decreasing <br />desirability. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />30 <br />
