<br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />. <br />I <br />,. <br />I <br /> <br />The City Charter provides thai the Mayor is the chief executive officer of the City, The City <br />Council is the policy making authority, and the City Manager is the chief administrative official <br />of the City, The City Manager is appointed by the City Council; however. the Mayor and <br />members of the Council are elected officials, <br /> <br />The City. by ordinance. may contract w~h other govemmental entities for services or cooperative <br />activities and may enter into contracts and leases which have been authorized by the City <br />Council. Capital improvements may be financed in whole or in part by issuance of bonds. <br /> <br />The Water and Sewer Department is responsible for the operation and maintenance of the entire <br />water system and sanitary sewer system of the City of Greeley. The City Manager appoints the <br />Director of the Water and Sewer Department. <br /> <br />The Water and Sewer Board consists of ten members, Seven voting members are appointed <br />by the City Council to serve five-year terms. The Mayor. City Manager, and Director of Finance <br />are nonvoting members. One of the appointed members is elected chairman each year, <br /> <br />The Board has the power and responsibility to acquire. develop. and protect the water supplies <br />for the City of Greeley. as well as annually establish minimum water and sanitary sewer service <br />rates. The rates must be sufficient to indude all expenditures for operation and maintenance, <br />debt service requirements, and additions to a reserve account for the water and sewer systems. <br />The reserve account is used to offset depreciation and allow for future replacement of the water <br />and sewer systems. The City Council is not allowed to lower the minimum rates established <br />by the Board, <br /> <br />The Board has the authority to hire consultants for technical assistance and to recommend <br />leasing water not needed for immediate use by the City. The City Council has the power to <br />lease water to other users. <br /> <br />Among the Board's advisory duties, it must make recommendations to the City Manager for <br />expenditures under each current annual budget. and it must formulate and subm~ long range <br />plans. The Water and Sewer Board also publishes an annual written report prepared by the <br />Water and Sewer Department which gives a detailed account of all revenues and expenditures, <br /> <br />2-2 <br />
