Re: Colorado Water Right Settlement Act - Dolores Project M&I Pipeline

Dear Peter:

I write in response to inquiries from the State of Colorado as to the need for the Ute
Mountain Ute Tribe and the State of Colorado to resolve ownership and management issues as
they relate to the Dolores Project M&I Pipeline serving the Ute Mountain Ute Reservation. I
understand that as a condition of the State of Colorado's appropriations to pay for the pipeline,
the General Assembly required at the completion ofthe construction of the pipeline and after the
pipeline had been maintained for a period of time, that ownership and management and operation
responsibilities should pass to the Ute Mountain Ute Tribe, As you know, that pipeline has
successfully brought important M&I water supplies to the Ute Mountain Ute Reservation (for the
first time) and has helped us improve our economy,

I intend to seek authorization from the Tribal Council to permit me and the Tribe's water
counsel, Daniel H, Israel, to move forward to resolve these matters,
