Such amount as needed, estimated at $6.0 mil- <br /> <br />lion, to be expended by the State for construction of the Towaoc <br /> <br />Pipeline and a domestic water distribution system for the Ute <br /> <br />Mountain Ute Indian Tribe as a credit to the Ute Mountain Ute <br /> <br />Development Fund. Said construction will be initiated within one <br /> <br /> <br />year of the execution of this Agreement, and shall be completed <br /> <br />within one year of the initiation of construction. <br /> <br /> <br />3. $49.5 million to be provided by the Secretary, <br /> <br /> <br />contingent upon appropriations, to the Tribal Development Funds <br /> <br />in three annual installments beginning in the first year for <br /> <br /> <br />which the Congress of the United States appropriates such monies, <br /> <br />as follows: $19.5 million in year 1; $15 million in year 2; and <br /> <br />$15 million in year 3. The Secretary will annually deposit any <br /> <br />appropriated monies to the Development Funds within 30 days fol- <br /> <br /> <br />lowing the availability of such annual appropriation by the Con- <br /> <br />gress to the Secretary. <br /> <br />4. The Tribal Development Funds shall be allocated <br /> <br />between the Tribes as provided for in the following table. <br /> <br />-68- <br />
