At the time Division
construction totaled 55,000 L.P. Actual Quantity for
is approximately 61,865 L.F. This increase in pipeline
is over 12%, when converted to days equals 29.4 days.

Divisions I
II pipeline
Division II
installation

2. When Division II pipeline waS estimated we anticipated 10% more
fittings than Division 1. Division I had a total of 34 fittings.
Division II has 109 fittings. Each fitting encountered reduces that
days production approximately 10%. Due to the number of fittings
increasing, the number of thrust blocks also increased proportionately.
Total impact to construction schedule of 15 days._

3. Segmentated releases of Division II right-of-way greatly affected
our pipeline production for all phases of the work. Our original
proposal prepared in September of 19R8 was based upon standard pipeline
installation methods, as utilized in Division I construction. Division
I pipeline installation was scheduled for 119 calendar days. The
actual installation time used was 125 calendar days. Division II
pipeline installation was scheduled for 133 calendar days. Division
II pipeline installation was completed on December l5. 1988, except
for two area's at canal crossings (completion of these areas are
impacted by change orders), actual installation time used to date
222 calendar days. When approved change orders are issued for the
two remaining areas and materials arrive approximately 6 days will
be needed to complete Division II pipeline installation. The total
calendar days for Division II will be 228. This is approximately
a 42% overrun for a total of 103 calendar days.
EXHIBIT F
