<br />, <br /> <br />. <br /> <br />. <br /> <br />~ <br /> <br />Weeminuche Construction Authority planned and mobilized this project <br />with the full intent of excavating, placing, and backfillinq the major <br />work items of 12" and 14" ductile iron pipe in an orderly and qenerally <br />continuing operation beginning at the Towaoc end of the project and <br />completing this work at the Cortez Water Treatment Plant. Personnel <br />were hired to properly man the crews and additional equipment obtained <br />to provide an efficient and cost effective operation. <br /> <br />On March 2, 1989, the last of the 12" ductile iron pipe <br />Division I work in the Highway 555 right-of-way. We <br />allowed to continue into Division II pipe laying due to <br />the project awner, Colorado Water Conservation Board, has <br />the alignment right-of-way from the property owners. <br /> <br />was placed on <br />have not been <br />the fact that <br />not obtained <br /> <br />As B result of the failure of the Colorado Water Conservation Board to <br />obtain right-of-way, issue construction plans, and provide a Notice to <br />Proceed on Division II work by December 31, 1988, as agreed in the <br />contract, we were, on March 2, 1989, forced to layoff approximately 65Y. <br />of our project personnel and place some of our equipment on standby. <br /> <br />In bidding this work it had been our plan to complete all of both <br />Division I and Division II work that would be effected by the 1989 <br />irrigation season prior to that start of this irrigation season. It <br />was critical that canal crossings and ditches across irrigated fields <br />be completed before water was turned into these areas. At the present <br />date, this will not happen as these areas are now under irrigation. It <br />will not be until approximately October of this year that these areas <br />will again be available in a condition where our work can be performed. <br />Hopefully, by that time, any alignment right-of-way problems will have <br />been handled. <br /> <br />Weeminuche Construction Authority has absorbed additional and <br />unanticipated costs because of the delay that has not allowed us to <br />proceed into Division II work. These costs will be presented in three <br />sections: Section I, Unabsorbed Overhead; Section II. Under-utilized <br />Project Personnel; and Section III, Equipment Standby. The costs are <br />for the period beginning March 3, 1989 thru April 22, 1989. These <br />costs are not complete and final at this time as additional costs will <br />continue to incur until after such time that we may proceed with pipe <br />laying work in Division II. Not only must the alignment right-Of-way <br />problems be solved, but ground conditions in the irrigated areas and <br />canal crossings must be conducive for this type of work. <br />
