Cost for rehabilitation <br />would be $30-$40,000, However, full exercise of these water <br />rights appears to have the potential to reduce physical <br />supplies available to other junior water users on Ryan and Salt <br />tick Gulches. <br /> <br />4. Periodic occurrences of flow below 50 cfs below Dillon <br />Reservoir resulting from exchanges by upstream in-basin <br />users could, under suitable institutional arrangements, be <br />eliminated by releases from six possible sources: 1) unused <br />allocations of Dillon storage water, 2) unused allocationS <br />subordination water from the 3100 AF Summit County Pool, <br />3) releases from a new reservoir on Peru Creek, 4) releases <br />from Goose Pasture Tarn, 5) releases from Clinton Gulch <br />Reservoir, or 6) releases from a rehabilitated Old Dillon <br />Reservoir. These releases would be required about once <br />every six years and would average 370 AF. <br /> <br />The understanding of Summit County water issues gained during the basin study and <br />the conclusions reached as a result of that study lead to the following recommendations: <br /> <br />1. Operating rules for curtailment of Sales Pool releases from <br />Green Mountain Reservoir should be reviewed to determine <br />whether any further modifications to the proposed minimum <br />storage targets could be made. Concurrently, users showing <br />shortages due to these minimum targets should develop <br />demand management plans to be implemented when the <br />USBR projects that storage will be insufficient to meet all Sales <br />Pool demands. <br /> <br />2. The County should review current allocations of the Summit <br />County Pool and consider renegotiating some of them to <br />alleviate shortages at Cooper Mountain and to reserve unused <br />portions for maintenance of flows below Dillon Reservoir. <br /> <br />3. The County should initiate discussions with the towns of <br />Dillon and Breckenridge and with the Climax Molybdenum <br />Company to determine the feasibility of contracting for <br />intermittent water supplies from Old Dillon Reservoir, Goose <br />Pasture Tarn, and Clinton Gulch Reservoir. <br /> <br />4. The County should initiate debate on the desirability of a new <br />storage facility on Peru Creek. The key objectives of these <br />discussions should be to identify the beneficiaries of such a <br />facility and to determine whether the intangible benefits of <br />water quality improvement, fishery improvement, and <br />operational.flexibility are sufficient to justify project <br />development. Further evaluation of development costs for <br />such a facility should be undertaken. . <br />
