adequate to convey the increased flow.. Preliminary calculations show that the existing gates at the
Big Thompson diversion and Lake Loveland are large enough to handle the increased capacity.

Plan A 3 - Concrete Lined Canal for Decreed Capacity
The third structural alternative includes modifYing the geometry of the canal and relining the
existing concrete sections to restore the decreed capacity of the canal to 1,000 cfs. The existing
concrete would be replaced with a new concrete lining. The cross section of the canal would be
modified such that the bottom width would be increased to 40 feet with side slopes of l.5H: 1. OV.
The new cross sectional geometry would have the same approximate top width as the existing canal
and would eliminate the need for additional easements. Transitional sections are required between
the canal section and bridges. The existing bridges have sufficient capacity to convey the decreed
discharge of 1,000 cfs. The water surface would raise in the canal due to the increased discharge but
should not significantly affect normal operations of other structures. To accommodate the increased
water surface, the right embankment would need to be raised approximately 2 feet in some areas.

Plan A 4 - No Action
The non-structural alternative is to "do nothing" and continue operation of the canal.
Presently, the canal maximum capacity is 550 cfs and the decreed capacity is approximately 1,000 cfs.
The canal can not, in its present condition, be operated for flows higher than the 550 cfs.
Additionally, there is severe seepage along the benched section of the canal. This seepage could
cause a failure of the embankment during prolonged operation at its maximum or near maximum
capacity. Failure ofthe system would compromise the Company's ability to deliver water and result
in significant property damage with potential personal safety issues.

B. Plan B - Upper Greeley and Loveland Canal
The Greeley and Loveland Canal system is divided into an upper and lower section defined
by the location of the Hubbs Check structure. The upper Greeley and Loveland Canal includes the
reach from the Big Thompson diversion down to Hubbs Check. The lower Greeley and Loveland
Canal includes the reach from Hubbs Check structure to Equalizer Reservoir. Both structural and

E:\G&LREPOR.
