The existing ditch has problems with all 4 <br />items. <br /> <br />c. Technical Problems. It is essential that the project be completed during <br />the non-irrigation season. Construction shut-downs during the winter are <br />less likely with a pipeline as compared to the concrete lined ditch. <br />Since it must be protected from cold weather, there maybe some <br />periods when it cannot be poured (Item 13). The only major technical <br />problem likely to be encountered during construction is unstable 'material <br />under the pipeline or ditch. This will have to be removed when <br />encountered (Item 14). The life cycle period for the pipeline is <br />expected to be almost double that for the concrete lined ditch and thus <br />scored higher (Item 15). The existing ditch has surpassed its life cycle. <br /> <br />d. Initial Cost. The pipeline and concrete lining alternative will obviously <br />have a greater initial cost. The lined ditch has a higher annual cost due <br />to high maintenance and repayment costs; the existing ditch has high <br />annual O&M costs (plus the cost of salt contributions). <br /> <br />V-17 <br />
