This includes an estimate of capital costs, annual costs, and <br />the cost per unit of output. Capital costs include all planning and <br />permitting activities, engineering design, construction supervision, <br />administrative and legal costs, land and right-of-way purchase, water <br />rights acquisition, consttuction costs, interest during construction, and <br />appropriate contingency factor. Annual costs include amortized <br />capital costs plus O&M costs plus contributions to a contingency <br />fund. <br /> <br />c. <br /> <br />Impacts. This involves an analysis of impacts on the man-made <br />environment, natural environment, and existing social structure. The <br />man-made environment refers to infrastructure needed to support day <br />to day living, such as housing, utilities, transportation networks, and <br />similar items. It could also include local business and industry in <br />the area. The natural environment would refer to items such as <br />wildlife habitat, air and water quality, cultural resources, scenic <br />vistas, and similar item~ which were an inherent part of the land <br />prior to disturbance by man. Social structure could refer to <br />employment opportunity, cost of living, recreational opportunities and <br />other parameters which defme the type of community which exists in <br />the area. <br /> <br />d. <br /> <br />Financial Feasibility. This covers a review of the financial <br />feasibility of the proposed project as measured by the project <br />sponsor's ability to pay reimbursable costs. The various items to be <br />considered under this category are: the method of financing, <br />including repayment petiods and interest rates; the ultimate source of <br />funds for repayment; and a detailed schedule of estimated annual <br />revenues and annual expenditures for the entire period of debt <br />retirement. <br /> <br />e. <br /> <br />Institutional Consideratioo. This involves actions or proceedings <br />which must be undertaken to obtain compliance with government <br />agencies or other parties to allow project implementation. It includes <br />permits, court actions, and contracts. In this case, the concerns <br />listed by the citizen's group on East Orchard Mesa would be <br />considered. <br /> <br />f. <br /> <br />Special Technical Problems. The technical problems faced by each <br />of the alternatives would be considered. Special items of concern <br />would be high groundwater tables, expansive soils, freeze-thaw <br />cycles, and ability to complete the project in a non-irrigation season. <br /> <br />V-9 <br />
