<br />James D, Rooks is the General Manager. <br /> <br />Monthly meetings are held by the Board. An Annual Meeting of the water <br />users is held in January of each year for the election of Board members and <br />any other business that requires water user approval. The responsibilities of <br />the Board and Manager include: management, installation, and maintenance of <br />facilities necessary to efficiently and effectively deliver irrigation water to the <br />water users within the OMID service area, They also include policy making <br />and approval of capital expenditures, <br /> <br />5, Allocation of Water to Users <br /> <br />OMID owns water rights on the Colorado River. This water was allocated to <br />the irrigable lands in the district by OMID in the 1920' s, and is appurtenant <br />to those lands, The water cannot be sold separately from the lands to which <br />it is appurtenant. <br /> <br />Water is allocated at the rate of 0.7 statute inches (approximately 8 gallons <br />per minute) per irrigable acre. Records showing the amount of water <br />allocated to each parcel can be obtained from OMID or from the Mesa <br />County Assessor's Office. <br /> <br />Assessments are set by the Board of Directors of OMID. The assessments are <br />certified by the Board to the County Commissioners, and are collected by the <br />Mesa County Treasurer with the County property taxes levied on property in <br />OMID. <br /> <br />6, Number of Customers and Votl'ttS. <br /> <br />As of January 1996, there are a total of 4756 individual parcels supplied by <br />water, and 4006 property owners. Requirements for voting are outlined in <br />Article II of the Bylaws (Appendix B). The OMID Board has interpreted the <br />Bylaws to mean that all landowners are eligible to vote in OMID elections, <br />All voting takes place at the annual meeting, <br /> <br />7. Approval of Mutual Mesa Latehll Project. <br /> <br />The annual meeting of the Orchard Mesa Irrigation District was held at the <br />District office on January 25, 1996, At this meeting, the landowners present <br />at the meeting voted by 260 to 15 in favor of authorizing the OMID Board of <br />Directors to enter into a contract with NRCS and CWCB for this project.
