The bylaws are updated <br />as needed by the Directors; a copy of the most recent set of bylaws presently <br />in effect is provided in Appendix B. <br /> <br />Among other things, the bylaws provide provisions for voting procedures <br />(Article 2), meetings and elections (Article 3), procedures for meetings of the <br />Directors (Article 4), and duties of the officers and manager (Article 5). The <br />Bylaws provide guidelines which govern procedures for approving expenditure <br />of funds for construction of the Mutual Mesa Lateral Ditch and for conducting <br />other business related to the construction project <br /> <br />3, <br /> <br />Powers and Authorities, <br /> <br />Irrigation districts are "public corporations", and are governed by an elected <br />board of directors. An irrigation district is formed by the filing of a petition <br />by, and majority vote of, the owners of irrigated land in a particular area. <br />Irrigation districts have the power to construct, acquire, operate, and maintain <br />irrigation canals and systems, <br /> <br />An irrigation district can issue bonds to construct its system, and repay those <br />bonds through special assessments on irrigable property in the district. <br /> <br />In order to pay for the operation, repair, and maintenance of its system, an <br />irrigation district may levy taxes on all of the irrigable property in the district, <br />and it may also impose rates and charges for persons using water from its <br />system. <br /> <br />4. <br /> <br />Duties and Responsibilities of Officers and Directors, <br /> <br />A five-member Board of Directors governs the District. One Board member <br />represents each of the three District subdivisions, and two members are <br />selected at large.
