Variable Repayment Program <br /> <br />The annualized costs per acre-foot of each alternative proj- <br />ect, including the revenue from hydropower, shall be determined <br />by the Contractor. The financial options for each plan will be <br />presented and a financing plan recommended. <br /> <br />Task 11 - Evaluate Alternatives <br /> <br />The Contractor, in consultation with the State, shall estab- <br />lish a matrix analysis based upon the important parameters of the <br />alternative plans. These parameters shall include, but not be <br />limited to: water yield, power revenues, water depletion, satis- <br />faction of identified demands, annualized costs per acre-foot, <br />and impacts on senior and junior water rights. <br /> <br />Comparisons of the alternatives will he made to list the <br />advantages and disadvantages and to identify any potential factor <br />which could limit or restrict proceeding with anyone alternative <br />toward project implementation. <br /> <br />No evaluation of economic feasibility of the alternative <br />plans will be made, nor will an evaluation be made of the recrea- <br />tional, environmental, social, or cultural impacts which cannot <br />be expressed in moneta~'y terms. <br /> <br />Task 12 - Report Preparation <br /> <br />The preparation of reports will be a multi-faceted task <br />which will include: biweekly oral reports and written monthly <br />status reports to the State, working papers as developed during <br />the study, drafts of chapters of the report and the final report. <br /> <br />The Contractor shall provide one camera ready copy of a <br />draft final report on or before December 15, 1982. It shall sum- <br />marize all of the work accomplished during the study. It shall <br />present the basic project data, results of all studies conducted <br />(including hydrology, water yield, and power output studies), <br />comparison of alternative projects, a description and preliminary <br />layout of the alternative projects, construction cost estimates, <br />financing alternatives and recommendations. The report shall <br />include such maps, drawings, charts, tables, graphs and displays <br />as are reasonably necessary to adequately present the information <br />and results during the study. The report should also include a <br />recommendation of an alternative plan or plans that should be <br />studied in greater detail. This recommendation should include an <br />estimate of the cost, the amount of time required and the work to <br />be accomplished in the subsequent study. ' <br /> <br />The State shall make such comments as are appropriate for <br />inclusion into the final report. After incorporation of the <br />State's comments, the Contractor shall ,provide one camera ready <br />copy of the final report. <br /> <br />7 <br />
