The lack of fire protection is partially reflected in a <br /> <br />#9 classification by the Fire Underwriter's Association. <br /> <br />Due to the antiquity of the majority of the transmission and distri- <br /> <br /> <br />bution lines, loss of water is considerable. Compounding this problem is <br /> <br /> <br />the lack of sufficient bury depth. In the colder months of the year, water <br /> <br /> <br />taps are left running to prevent freezing of main and service lines. Without <br /> <br />metering devices, this causes waste of treated water without an increase in <br /> <br />rates. The open ditch and buried pipelines lack proper appurtenances for <br /> <br />effective control of water routing. Freezing of the open ditch from Beaver <br /> <br />Creek to the diversion structure at the beginning of the pipeline in Cottonwood <br /> <br />Canyon has caused the water supply to be completely shut off. In the winter <br /> <br />of 1976-77, the Town was forced to pump water from Lake Otonawanda to Cottonwood <br /> <br />Canyon for several days because of this problem. Magnifying this problem is <br /> <br /> <br />the lack of accessibility of the ditch for proper maintenance. The ditch re- <br /> <br /> <br />quires a considerable amount of maintenance and is practically inaccessible in <br /> <br /> <br />the winter time (note route indicated on Exhibit VII). The headgate at Beaver <br /> <br />Creek is completely inaccessible in the winter by conventional methods. <br /> <br />As is normal with small communities, Ridgway lacks proper maintenance <br /> <br />equipment. The backhoe-front end loader is beyond repair. Break <br /> <br />downs are frequent with cost of operation and maintenance reflecting this. <br /> <br />The Town owns a dump truck (running condition questionable) and a motor patrol. <br /> <br />This maintenance equipment, while still operating, is in the advanced stages of <br /> <br />deterioration. <br /> <br />6 <br />
