We will not exceed the latter fee without prior approval. <br /> <br />Qualifications: Chen & Associates, Inc. is a Denver based corporation provid- <br />ing full geotechnical engineering and geological consultation services. The <br />staff of registered professional engineers, graduate engineers, geologists and <br />technicians have completed more than 30,000 projects in the Rocky Mountain <br />area. A significant number of these projects have been water resources <br />oriented, including investigation, design and construction observation of <br />earthfill dams. The corporation has performed detailed safety evaluations and <br />revi.ewed plans and specifications for Ol.rnerous proposed dams. <br /> <br />In the investigation of dam sites, we use continuous flight auger, hollow <br />stem auger, rotary, diamond coring and percussion drilling. Samples are <br />obtained by stardard split sp:lon, California, Shelby tube, coring and other <br />methods. Geophysical methods are utilized in site and borrow reconnais- <br />sance. Gravity peII1leability tests, packer pressure tests and large-scale <br />pumping tests are employed to determine the coefficient of permeability for <br />in-place overburden soils ard foundation rock. Th~ majority of our <br />exploration and testing is patterned after the techniques used by the U.S. <br />Bureau of Reclamation. <br /> <br />Our laboratory facilities include equipment for triaxial ard direct <br />shear, pore water pressure, rock deformation, high and low pressure consolida- <br />tion, permeability, as well as routine laboratory testing. <br /> <br />We have our own drill rigs capable of auger, rotary or core drilling. <br />All field exploration is conducted utilizing the procedures established in the <br />Chen & Associates Exploration Quality Control Manual. <br /> <br />Management and Personnel: Mr. David M. Jubenville is designated project <br />manager and will be responsible for directing the study to a successful <br />completion. Mr. Jubenville has over 17 years of diversified experience as a <br />geotechnical engineer and has managed several large engineering and research <br />projects, He will communicate directly with the design team to transmit <br />information and coordinate activities. <br /> <br />Mr. Harold Hollingsworth will act as in-house consultant for the <br />project. Mr. Hollingsworth has practiced soil mechanics for many years and is <br />an acknowledged expert in geotechnical engineering in the Rocky Mountain area. <br /> <br />Mr. Marc Pardi is designated project geologist. Mr. Pardi has been a <br />senior professional on the Chen & Associates staff for many years and has <br /> <br />chen and associates <br />
