Malcobn, P.E.
May 21, 1984
page 2

.

.
(3) orill 2 holes a:ljacent to the holes in the dam to a depth approximately
10 feet above the base of the dam. These !-Dles will not be sampled.

(4) Install slotted 1 1/2-inch diameter plastic pipe in all holes to facili-
tate groundwater measurerrents. The pipes in 2 !-Dles at the toe of the
dam will be perforated in be<lrock and a bentonite collar will be placed
above the bedrock to check fOr possible artesian groundwater pressure at
the toe,

(5) Corduct a laboratory testirg prO;)ram to evaluate the classifications,
swell or consolidation and moisture-density relationships of samples
taken durirg drillirg. One ~et of consolidated-undrained (pore pressure
monitored) triaxial shear st,ength tests will be perfonned on the
existing embankment fill.

(6) Analyze the results of the held ard laboratory investigations to
evaluate the stability of th~ d~n Eor steady state seepage (with and
wi t!-Dut earthquake) and rapiC! dra....oown conditions to arrive at an embank-
ment geanetry meeting requirEld safety factors. The downstream slope will
be analyzed in its present c~nfiguration and a new configuration of the
upstream slope will be devel~ped for analyses. Internal embankment
seepage will be asst.rned to o<:cur accordirg to theoretical relationships
for a hanogeneous earthfill <:lam. Soil strength parameters will be
selected on the basis of the triaxial test results and published
strengths Eor general soil types and standard properties,

(7) Prepare a report presenting ~ geolO;)ic and seismic exposure evaluation, a
summary of the data collecte(j and our conclusions and recommendations.
Embankment slope geometries ~nd drainage provisions will be included in
typical cross-sections in th~ embankment. The field investigation and
report preparation will be c~nducted under the supervision of a
registered professional engineer.

(8) Following drainage of the re~ervoir, 10;) approximately 10 test pits
excavated with a backh:>e provided by others. Conduct a laboratory
testing prO;)ram to classify the soils sampled in the pits and prepare a
letter report to present the data and our opinions regarding suitability
of these soils Eor use as embankment Eill materials.

Fee: Since the ..ork required to accomplish the outlined investigation cannot
be accurately deEined in advance, we propose our fee be based on our hourly
and unit costs in accordance with the attached Fee Schedule and General
Conditions. please note the General Conditions on the reverse side contain a
limitation of Chen & Associates' liability. Accordingly, we estimate our

chen and associates
