<br />" <br /> <br />. <br /> <br />. <br /> <br />MEMORANDUM <br /> <br />To: <br /> <br />From: <br /> <br />CWCS Feasibility Report Contract - No. C153325 File <br /> <br /> <br />Tim Feehan, P.E., Water Supply Planning and Finance Section ~ <br /> <br /> <br />February 22, 2000 <br /> <br />Date: <br /> <br />Subject: <br /> <br />Repayment of Feasibility Report, West Divide Project South Rifle <br />Division First Stage - Contract No. C153325 <br /> <br />Backqround <br /> <br />On September 1, 1980, the Colorado Water Conservation Board (the State) entered <br />into a Contract with the West Divide Water Conservancy District (The Contractor), identifying <br />the terms and conditions under which the cost of the feasibility report would have to be <br />repaid to the State. The total cost of the feasibility report was $21,500, of which $10,000 <br />was paid directly by West Divide Water Conservancy District and the remaining $11,500 paid <br />by the State. <br /> <br />Section 1 of the Contract, dated September 1, 1980, states "In consideration of the <br />State providing a portion of the cost of the preparation of the said project feasibility report, <br />the Contractor shall pay to the State the sum $14,178.35, provided that construction of the <br />subject water project is initiated within 10 years of the date of this Contract. The Contractor <br />shall fulfill this obligation irrespective of how or by whom or to what specifications or plans <br />the subject project is financed, paid, or constructed for so long as construction of said project <br />is initiated within the specified time". <br /> <br />The final feasibility report entitled "West Divide Project South Rifle Division First <br />Stage, was completed by the David E. Fleming Company in September of 1980. The <br />purpose of the report was to determine a dependable municipal water supply for anticipate <br />future growth in and around the City of Rifle, Colorado. The report recommended that the <br />water supply be obtained by direct diversion from the Colorado River under water rights <br />transferred by the West Divide Water Conservancy District, augmented by releases from <br />storage in the Green Mountain and Ruedi reservoirs. The project would consist of an intake <br />and silt exclusion structure on the Colorado River, a raw water pumping station, a one million <br />gallon per day water treatment plant, a one million gallon steel storage tank, and 4,400 linear <br />feet of 6" - 8" water supply pipeline. The estimated cost of the project was $1,460,000. <br /> <br />Based on the terms of the Contract, the Contractor shall repay to the State the sum of <br />$14,178.35 if the water project identified above as constructed prior to September 1, 1990. <br /> <br />Attached is a copy of the executive summary of the final published report. <br />
