Ordinances require <br />two readings, publication, and a public hearing before passage by a <br />majority of the entire Council can occur. Ordinances may be initiated by <br />petition, or a referendum on an enacted ordinance may be had by petition, <br />or the Council may on its own motion submit an ordinance to the electorate. <br />An initiation or referendum petition shall be signed by 10% of the <br />qualified electors of the City. Action must be taken on petitions to ini- <br />tiate or repeal ordinances within thirty days of the petition's presen- <br />tation. The concurrence of a majority of all Council members is required <br />for final passage or adoption of all ordinances. <br />An ordinance when passed shall take effect and be in force ten days <br />after final publication except for ordinances necessary for the immediate <br />preservation of the public peace, health, or safety. Such excepted ordi- <br />nances must receive the affirmative vote of three-fourths of the Council on <br />final reading and shall take effect five days after final publication. <br />The council-manager form of government vests responsibility for the <br />day-to-day operation of the City in the City Manager and his staff. The <br />City Manager serves at the pleasure of Council. The staff functions <br />through the City's various departments which, except for the City Attorney <br />and the Municipal Court, are under the control and supervision of the City <br />Manager. <br />The City of Longmont operates under authority granted by the <br />Constitution and laws of the State of Colorado. The Municipal Charter, <br />approved by voters in 1961, vests the City with a number of powers, which <br />includes the following: <br /> <br />-9- <br />
