Laws of Organization/Powers and Authorities <br />The City is a municipal corporation and a political subdivision of the <br />State of Colorado and was first incorporated in 1873. Longmont became a Home <br />Rule City with the voter~s approval of a Municipal Charter in 1961. The Charter <br />provides for a council-manager form of government. The City Council and the <br />Mayor are elected and the City Manager is appointed by the Council. The City <br />Manager is responsible for all administrative functions of the City. <br />The City of Longmont operates under a council-manager form of government, <br />whereby the Council constitutes the City's legislative and governing body. The <br />Council consists of six members who serve staggered four-year terms and the <br />Mayor who serves a two-year term. Three members are elected from each of the <br />City's three wards and four members including the Mayor, are elected at-large. <br />City Council meetings, held monthly on the second and fourth Tuesdays of each <br />month, are presided over by the Mayor, who is the recognized head of City <br />government for all ceremonial and legal purposes. The council also elects from <br />its membership a mayor pro-tem for a two-year term to serve in case of the <br />Mayor's absence or inability. Council members are elected during odd numbered <br />years on the first Tuesday following the first Monday in November. Vacancies in <br />the Council which occur less than one year before the next regular City election <br />are filled by appointment of the Council, the appointee to hold office for the <br />remainder of the unexpired term. Vacancies which occur with more than one year <br />remaining in the term are filled by a special election for the constituency for <br />which the vacancy occurs. The term of office shall be for the remainder of the <br />unexpired term. A quorum at Council meetings consists of four members. <br />The Council effects its decisions through the passage of ordinances, reso- <br />lutions and motions. All legislative enactments must be in the form of ordinan- <br />ces. In addition to such acts of the Council as are required by the Charter to <br />be by ordinance, every act making an appropriation, creating an indebtedness, <br /> <br />-8- <br />
