A <br />reservoi r on El khead Creek was detenni ned to provi de the suppl emental water <br />yield for project water demands into the 2000 and 2010 decades. The City <br />appl ied for and received funding assi stance from the Colorado Water <br />Conservation Board (CWCS) for the analysis and preliminary design of the <br />reservoi r. Subsequent changes in the energy development in the regi on, and <br />high costs estimated for the reservoir, resulted in a tennination of the <br />project. <br /> <br />Duri ng approximately the same time peri od, the exi sti ng dam and reservoi r <br />system of El khead Lake Dam was decl ared by the Colorado State Engi neer as <br />inadequate in its capability to handle the Probable Maximum Flood (PMF). <br /> <br />The owner of record of the dam, Colorado Division of Wildlife (CDOW), <br />initiated studies and allocated funds for the necessary rehabilitation to meet <br />State Engi neers ' requi rements. The CDOW is the mi nori ty hol der of storage <br />which is shared with the majority holder, Colorado Ute Electric Association. <br /> <br />One method of provi di ng the extra flood handl i ng capabil i ty at El khead Lake <br />Dam is to provide an auxiliary spillway around the left abutment. The <br />excavation from the spillway channel could be utilized to raise the dam crest, <br />and simultaneously expand the reservoi r active storage capacity at a very <br />reasonable unit cost per acre foot, of approximately $300. <br /> <br />The City of Craig and the Colorado River Water Conservation District (CRWCD) <br />were instrumental in having $750,000 added to the CWCS 1986 legislative <br />appropriations to apply toward the expansion of the Elkhead Lake Dam expansion <br />plan.
