Equipment mobilization and demobilization <br /> <br />2. Contractor bond and insurance <br /> <br />3. Access road preparation <br />4. Setup and removal of temporary facilities <br /> <br />5. Soil-cement mix calibration and test section <br /> <br />Our conversations with both contractors, and with contractor bonding and <br />insurance agents, indicate that the bond cost is generally 1.2 to 1.5 percent <br />of the total contract price. Insurance will range from 5 to 15 percent of the <br />contract price and is anticipated to be 7 percent of the contract for the bid- <br />ders who qualify for this project. Our discussions with the contractor that <br />recently completed the Spring Creek project, located nearby and which is very <br />similar to the work required for Sheriff Reservoir, indicated that <br />mobilization/demobilization was set at 10 percent of the contract price and <br />that all mobilization and demobilization costs were covered and no adjustment <br />of other unit costs was required. Because of the remoteness of the Sheriff <br />Reservoir site and the need for access road preparation, we have estimated a <br />mobilization cost which is 12.7 percent of the estimated contract price <br />excluding contingencies and the cost for mobilization/demobilization. <br /> <br />The unit cost estimate for open-cut excavation includes hauling and <br />disposal in the waste excavation area or in random fill areas. The unit cost <br />estimate for mixing, placing, and compacting soil-cement includes the cost of <br />screening material larger than 2 inches in size from open-excavation materials <br />for use as riprap or riprap bedding. The unit cost for disturbed area recla- <br />mation includes hauling and spreading of stockpiled topsoil, and hydroseeding, <br />mulching, and fertilizing. We have also included an allowance for providing <br />soil erosion protection in steeply sloping areas as may be required to assist <br />in the establishment of vegetation. <br /> <br />Engineering and Administration Costs - Engineering and administration <br />costs have been grouped into three categories for purposes of preparing feasi- <br />bility level cost estimates: <br /> <br />1. Final Engineering Design of Modifications <br />2. Construction Bid Review and Consultation <br /> <br />3. Construction Quality Control Services <br /> <br />Item 1 includes all work necessary to produce construction drawings, technical <br />specifications, and a construction bid solicitation package. This work <br />includes all meetings and preparation of submittals to the SEO for approval <br />for construction. It also includes preparation of the Special Use Permit <br />application for submittal to the Forest Service and meetings with the Forest <br />Service that may be required. <br />
