<br />I <br />I II <br />, lit <br />II <br />I <br />I <br />I <br />I II <br />I <br />I <br />I <br />I <br />- <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />-28- <br /> <br />the existing spillway structure to provide for erosion protection and shaping <br />and lining of the approach channel to minimize uplift pressures on the struc- <br />ture during design discharge conditions may also be required. <br /> <br />USDA Forest Service Requirements - Sheriff Reservoir is located on Routt <br />National Forest property. A special-use permit will be required from the <br />Forest Service in order to construct the required modifications. The feasibi- <br />lity level designs described in the preceding sections have been discussed to <br />Mr. James A. Jaminet, Forester for the Yampa Ranger District; and with Mr. <br />Keith Bakeman, Dam Safety Engineering for the Forest Service in Denver. The <br />following is a summary of the major concerns and requirements of the Forest <br />Service that have been incorporated into the feasibility level designs, cost <br />estimates, and project schedule. A letter documenting Mr. Jaminet's comments <br />is given in Appendix F. <br /> <br />1. An Environmental Disclosure (Assessment) will likely be required <br />unless other projects similar in environmental effect to that created <br />by construction of modifications to Sheriff Reservoir have been <br />recently completed, establishing a precedent. If an existing prece- <br />dent can be identified, the Forest Service may be able to issue a <br />Categorical Exclusion for the project. If required, the Forest <br />Service will complete the Environmental Disclosure upon submission of <br />a special use application by the Town of Oak Creek. Provided the <br />Special Use Application is submitted by August 1987, the <br />Environmental Disclosure and Special Use Permit would be completed <br />and issued by January 1988. <br /> <br />2. Access road improvement is viewed as an essential part of the work. <br />Temporary improvement for purposes of this project would be approved <br />and included in the Special Use Permit. The Forest Service has iden- <br />tified the need to undertake major access road improvement and has <br />submitted a budget request to the USDA Capital Investment Program. <br />Currently, it is envisioned that the required funds for road improve- <br />ment would be available, if approved for construction, in 1989. <br />However, as noted in the letter in Appendix F, and as discussed with <br />Mr. Jaminet during subsequent telephone conversations, he has <br />requested the Capital Investment Program to determine if the road <br />construction project can be moved to an earlier date. If the Forest <br />Service can complete the road improvements prior to the summer of <br />1988 construction of Sheriff Reservoir modifications, a reduction of <br />the mobilization costs, which included provisions for access road <br />improvements, would be in order. <br /> <br />3. Construction staging in the area indicated on Figure 9 appears <br />suitable. <br /> <br />4. Disposal of excess excavated materials in the right abutment area <br />currently void of vegetation would be approved. The Forest Service <br />would like to see the entire right abutment area, which is currently <br />void of vegetation, reclaimed following disposal of the excess <br />excavation. <br />
