The motion carried. <br /> <br />It was moved and seconded tha t Donn Engel ac t as the Proxy Comnit tee, <br />The motion carried. He reported 168 shares were represented in person or by <br />Proxy, which constituted a quorum. <br /> <br />Minutes of the last meeting were read and approved as read. <br /> <br />It was moved and secon1ed that the financial statement be accpeted and <br />placed on file. The motion carried. <br /> <br />. <br /> <br />It was reported that the box at Grady Oyer's place was repaired and is <br />not leaking like it was before the repair job. ' <br /> <br />'Bob Wardl"w gave a report regarding the bottom part of the ditch from <br />where the Graham and Decker laterals split, He said the ditch is in had <br />sh,p" and they have a lot of shinl<age. He reported that there are three <br />differe<1t ways for the ditch company to deliver water to. these people. Thay <br />are as follows: . <br />1. Shrink the rights up and down the ditch system so the people at the <br />bottom get as much a" the people at th. top. <br />2. Clean and repair this stretc.'1 cif ditCh' by 'filling 'in the:,washouts' and <br />ri~k-rack the sides. This would cost between $10,003 a,i $12,000. <br />3. Concrete lining the bot tom part of th" :!itch, brealtiog from th" lJ<,cker <br />Lateral, and forming a new company. <br /> <br />To fO!:ln a new company, "they woUld need '$25 per ~hare"'in start' up -fees for <br />the 83 shares w:,ich are owned by those on the lower part of the ditch. <br />IIob is having the NiC office check out the cost of the ditch. /Ie reported <br />they might go for 50 percent of the cost, but the county only has $160,000 <br />for the whole county. At this time, we don't lmow what percent of the <br />cost the ASC office can help with. One contractor had a bid a $136,000, <br />so if the ASC office woUld pay 50 percent, it woUld cost the shareholders <br />each $821 per share or $3284 for an 8D-acre farm. 'The 'Colorado \Vater <br />Conservation Board could give a loan for 4% percent for 30 years for the <br />balance. The figure of $136,000 is not the figure':the ASC ciffice has <br />come up with. They still have to do their study. Some of last years <br />problems were caused by the weather because of the lack of weed control. <br />By concrete lining the ditch, a large amount of water would be saved. <br />This might be the last year for a share-cost from these funds. The <br />Decker starts at Oyer's place and goes to Hwy 392. If the ASC office <br />does the project, all new boxes might have to be il1Btalled. <br /> <br />After a lenghty discussion, is waa moved and seconded to let the Lower <br />Diviaion break off from the Upper Division if they so desire. The motion <br />carried. This spli t is where the Decker and Graham spli t. <br /> <br />It was moved and seconded that the Lower Division be responible for <br />whatever expenses they incur in breaking off of the main ditch. The <br />motion carried. <br /> <br />, It was felt that the Lower Division people would atill be required to pay all <br />assessments on the main Decker. <br /> <br />It was moved and Beco~ded to keep the 1996 irrigation assessments at $20 <br />per share. The motion carried. <br /> <br />. <br /> <br />It was reported that places need to be leveled out or removed where the <br />di tch was cleaned through the lIaughen place. <br />
