<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CHAPTER II <br />THE DtSTRICT <br /> <br />HISTORY OF ORGANIZATION <br /> <br />Winter Park Water and Sanitation District was formed in 1966 to serve <br />the water and sanitation needs of the private and public development in <br />the extreme upper Fraser Valley. In 1966 sewer mains and collection <br />lines were installed and a 4,670,000 gallon, three acre lagoon was <br />constructed. This lagoon is one cell and has two 7! horsepower <br />aerators. The facility is located on Forest Service land under Special <br />Use Permit. Currently the 1977 Water Qual ity Standards are being met. <br />In 1967 an attempt was made to construct a water system. This attempt <br />failed as a result of financing and water supply problems. In the <br />summer of 1974, a chlorination system was added to the sewer lagoon. <br />This consists of a polishing pond and chlorination and flow measuring <br />equipment. The chlorination is of gas injected type. <br /> <br />LAWS UNDER WHICH ORGANIZED <br /> <br />Winter Park Water and Sanitation District was organized in 1966 as a <br />water and sanitation district under the general laws of the state of <br />Colorado. <br /> <br />POWERS AND AUTHORITIES OF THE ORGANIZATION <br /> <br />Winter Park Water and Sanitation District operates under Colorado <br />revised statues 32-4-101 through 32-4-140 and all other laws covering <br />special districts in the state of Colorado. The District has the <br />authority to enter contracts with the state of Colorado and to levy <br />and collect taxes. <br /> <br />FINANCIAL STATUS <br /> <br />Included in Appendix A to this report are the 1974 and 1975 Audit <br />Reports. <br /> <br />11-1 <br />
