He shall draft, examine, and approve as to their legal <br />compliance all forms, contracts, or other documents necessary for all <br />phases of the District's work and purpose. He shall render regular <br />opinions on such matters relating to the District as may be requested <br />by the President, Manager, Officers or members or the Board. In <br />addition the Counsel shall perform such other duties as from time to <br />time may be assigned to him by the Board or the Manager of the <br />District. <br /> <br />Counsel shall be appointed by resolution of the Board and ~hall serve <br />at the pleasure of the Board. Special Counsel may be retained by <br />appointment of the Board whenever it is deemed appropriate for such <br />purposes and term as the Board may direct. <br /> <br />Section 2. Additional Personnel : <br />The District may from time to time employ such personnel as it may <br />deem nec~ssary to exercise its powers, duties, and functions as <br />prescribed by law. Persons so appointed shall serve at the pleasure <br />of the Board. Selection and compensation of such personnel shall be <br />determined by the Board. <br /> <br />ARTICLE IV- MEETINGS <br /> <br />Section 1. Annual Meetings <br />Annual meetings of the District shall not be provided for at this <br />time. <br /> <br />Section 2. Regular Meetings <br />The regular meetings shall be held at the office of the District on <br />the second Thursday of each month. The time shall be at 7:30 P.M. <br />during the months of Standard Ti~e and at,8:00 P.M. during the ~onths <br />of Daylight Savings Time. The meeting may be at that time and place <br />without'further notice. In the event that such a date shall fall on a <br />legal holiday the meeting shall be the next Thursday. <br /> <br />The President or a quorum of members may fix a different date, hour, <br />and place during any month. If this is done by a motion at a meeting <br />of the District, no further notice is required except as to members <br />not present at such meeting, which members shall be notified in with <br />the provisions in Article IV, Section 5. If this is done other than <br />by a motion at a meeting of the District, each member shall be <br />notified in with the provisions of Article IV, Section 5. <br /> <br />Section j. Special Meetings <br />The President may call a special meeting when he deems it necessary <br />or expedient, and shall do so on the request of any two members of <br />the Board. If this is done by a motion at a meeting of the District, <br />no further notice is required except as to members not present at <br />such meeting, which members shall be notified in with the <br />provisions of Article IV, Section 5. If this is done other than by a <br />motion at a meeting of the District, each member shall be notified in <br />with the provisions of Article IV, Section 5. <br />
