BACKGROUND <br /> <br />The Blue River Water District was formed in January, 1970, when a group <br />of residents and landowners became interested in the formation of a <br />water district that would provide the legal entity necessary to acquire, <br />improve and expand the existing water 'facilities and which would operate <br />the facilities to provide publicly owned water to those areas of the <br />District. <br /> <br />At the time of the formation of the District, the facilities served <br />approximately 145 units with service to approximately 440 units today or <br />an increase of approximately 12 percent per year for the past 10 years. <br />This is considered an extremely high growth rate with the national <br />average for water utilities about 1.5 percent per year. Ultimate <br />development of the District within its present boundaries is projected <br />to be.l ,743 units. A continued growth rate of 10 to 12 percent per year <br />will allow the District its full development in approximately 20 years. <br /> <br />With this continued growth and the advent of new water quality laws, the <br />District has retained Robillard & Associates, Inc. to prepare a water <br />facilities master plan for the areas of the Blue River Water District. <br />This Master Facilities Plan is limited to the existing boundaries of the <br />District as the study area. All near areas for possible expansion are <br />currently unsubdivided and zoned for agricultural use. <br /> <br />1-1 <br />
