On the
other hand, 1980 annual operation and maintenance expenses for
the water system alone were $42,050. It is obvious that with
the additional revenue required for operation and maintenance
and any increase in indebtedness to construction funding, the
water service charge will have to be increased. The increase
will have to reflect anticipated loan payments for Phase I
construction.

A proposed rate schedule was prepared showing the revenues
required to meet the anticipated operation and maintenance
budget for Phase I only. Table B shows the anticipated opera-
tion and maintenance costs based upon current records.

One of the items which appears excessive is the cost of pur-
chased water. It is recommended that the Town consider re-
negotiating the water lease to reduce volume and cost to the
Town. Presently the water is being purchased at 22~ per 1000
gallons. The present lease does not expire until 1983.

It is also suggested that the tap fee be substantially raised
to cover all costs related to installation of the tap plus
some reserve. Although Boone is not anticipated to experience
any substantial growth in the number of taps in the forseeable
future, it is recommended that the tap fee be increased to at
least $500.00.

-11-
