I I I I I I I I I I I I I I I I I I I I I Chapter II -- Town of Hayden The Town of Hayden was incorporated as a Municipal Corporation on March 13, 1906, and has been in continuous operation since that time as a Municipality. The Town is governed by a Mayor and a Board of Trustees of six members elected for staggered terms of 4 years each. The Town has a commodious building located at 250 West Jefferson Avenue which houses the Town Government, the Town Clerk, the Chief of Police and headquarters for the Public Works De- partment. The Town fire house is located adjacent to the Town's water pumping plant and has been expanded since the formation of the West Routt Fire Protec- tion District in approximately 1950. The Fire Protection District is 90verned by a separate Board of Directors but is paid a fixed amount of money yearly for providing fire service within the corporate limits. The Fire Protection District furnishes fire protection for the rural area around the Town of Hayden. As a Municipal Corporation, the Town of Hayden has all the rights appertain- ing thereto including the right of eminent domain for the condemnation of property, assessing and taxing authority for ad valorum levy under current general laws of the State of Colorado. The Town also has the authority to enter into contractura1 agreements with any political subdivision of the State, with the State of Colorado and with the Federal Government. The Town can acquire and divest itself of property and do all the other things normally required of a municipality under the general laws of the State of Colorado. The Town is not a home-rule or charter city but operates under the general code. Financial Status -- Corporate balance sheets and audits for the previous two years, that is 1974 and 1975, are included in the Appendix to this report. This shows that a substantial portion of the revenues of the Town of Hayden are -~
