<br />. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Chapter II -- Town of Hayden <br /> <br />The Town of Hayden was incorporated as a Municipal Corporation on <br />March 13, 1906, and has been in continuous operation since that time as a <br />Municipality. The Town is governed by a Mayor and a Board of Trustees of six <br />members elected for staggered terms of 4 years each. The Town has a commodious <br />building located at 250 West Jefferson Avenue which houses the Town Government, <br />the Town Clerk, the Chief of Police and headquarters for the Public Works De- <br />partment. The Town fire house is located adjacent to the Town's water pumping <br />plant and has been expanded since the formation of the West Routt Fire Protec- <br />tion District in approximately 1950. The Fire Protection District is 90verned <br />by a separate Board of Directors but is paid a fixed amount of money yearly for <br />providing fire service within the corporate limits. The Fire Protection District <br />furnishes fire protection for the rural area around the Town of Hayden. <br /> <br />As a Municipal Corporation, the Town of Hayden has all the rights appertain- <br />ing thereto including the right of eminent domain for the condemnation of property, <br />assessing and taxing authority for ad valorum levy under current general laws of <br />the State of Colorado. The Town also has the authority to enter into contractura1 <br />agreements with any political subdivision of the State, with the State of Colorado <br />and with the Federal Government. The Town can acquire and divest itself of <br />property and do all the other things normally required of a municipality under the <br />general laws of the State of Colorado. The Town is not a home-rule or charter <br />city but operates under the general code. <br /> <br />Financial Status -- Corporate balance sheets and audits for the previous <br /> <br /> <br />two years, that is 1974 and 1975, are included in the Appendix to this report. <br /> <br /> <br />This shows that a substantial portion of the revenues of the Town of Hayden are <br /> <br />-~ <br />
