<br />I.' <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />. <br /> <br />. <br /> <br />-2- <br /> <br />tion of modifications to eliminate dam safety deficiencies. <br />As a result, the Colorado SEO has requested that the Town of <br />Oak Creek have engineering studies and designs of modifica- <br />tions to the Sheriff Reservoir completed by December 31, 1986. <br />As requested by the CWCB, the proposal which follows is a sum- <br />mary of our original proposal dated August 1, 1986 and our <br />amendment to the proposal dated August 29, 1986. <br /> <br />PROJECT ORGANIZATION <br /> <br />In order to address the problems identified with Sheriff <br />Reservoir, expertise in the fie~ds of hydrologic/hydraulic, <br />civil, structural, and geotechnical engineering are required. <br />We have assembled a highly qualified team which has experience <br />in all of these areas. Our tea~ organization is shown on <br />Figure 1. The team includes engineers from our staff and the <br />staff of Wright Water Engineers, Inc. (WWE). WWE has been <br />added to our team because of their extensive experience in <br />conducting hydrologic studies for high mountain drainage <br />basins. <br /> <br />As shown on Figure 1, our team will include Dr. Steve J. <br />Poulos as project principal, Mr. Keith A. Ferguson as the <br />overall lead engineer and project manager, Mr. Jonathan Jones <br />(WWE) as the lead hydrology/hyd~aulic engineer, and Mr. William <br />Konicki as the lead structural engineer. Additional senior <br />and staff level engineers will be involved as required to exe- <br />cute and review the work. All of the key personnel identified <br />above have worked on similar tYges of projects and will bring <br />a high level of experience to tne project. Detailed resumes <br />of these individuals are included in Appendix A. Additional <br />information on the projects listed on the resumes has been <br />previously provided in our statement of qualifications sent to <br />Mr. Wisecup on April 26, 1986. <br /> <br />SCOPE OF WORK <br /> <br />As previously mentioned, we believe that a three-phase <br />scope of work will be appropriate for the project. An outline <br />of our proposed scope of work is given below. A brief <br />discussion of the work tasks is also given. Please note that <br />the actual work to be completed under this contract will <br />include all of Phase I and Task 1 of Phase II. The remaining <br />Phase II and Phase III work will be completed under other <br />contracts. Because of the specialized nature of the hydrolo- <br />gic and "Incremental Damage Assessment" portions of the work <br />scope, we have provided additional detailed discussions of <br />these items under separate headings. <br /> <br />Phase I <br /> <br />Engineering Evaluations and Feasibility <br />Designs of Spillway Modifications <br />
