North Lake would have provided a constant outflow of
7.5 cfs gross, or 6.66 cfs, allowing for evaporation and
seepage. The sustained yield would be sufficient to meet
projected demands.

Phase I

The facilities needed to upgrade the system include:

1. Expansion of the water treatment plant from its
existing capacity of approximately 6.0 mgd to
8.5 mgd (9.3 cfs to 13.18 cfs).

2. Installation of an automated valve in the raw
transmission line from North Lake to the treat-
ment plant.

3. Renovation of the intake structures in both
North Lake and Monument Lake to facilitate
selective withdrawal of water.

Phase II

Phase II facilities include:

1. Installation of a pipeline, including a pumping
station, to divert water from the North Fork to
North Lake inlet aqueduct to Monument Lake.
This would allow greater utilization of the
8.17 cfs senior water rights without changing
the point of diversion.

Preliminary designs were made for each of these facilities.
Estimated construction costs include:

Phase I:

Treatment Plant Modifications $477,000
North Lake Pipeline Control Valves
and Intake structure Renovation 67,000

Phase II:

North Fork to Monument Lake
Pipeline

$648,000

Contractor move-in, temporary facilities, bond, and insurance
would add costs of $71,600. A contingency of 40 percent
has also been included to cover design cost, construction
management, legal and administrative, rights-of-way, and
uncertainty. Thus, the total capital cost required is
$1,770,000, based on mid-1980 prices. Phase I cost would
be $807,000, and Phase II cost $963,000.
