Without repair of the
ditch, the sloughing will encroach on adjacent farmland and'require that the ditch be dredged annually
to maintain its current capacity,

NPIC RESERVOIR #5 SPILLWAY

The spillway at NPIC Reservoir #5 does not meet State regulations regarding capability to pass 75 % of
the probable maximum flood (PMF) and does not have adequate protection against erosion, Failure to
correct this problem will result in storage restrictions on the reservoir.

NPIC RESERVOIR #4 REHABILITATION

NPIC Reservoir #4 is under restriction by the Office of the State Engineer because of poor outlet and
spillway conditions, Rehabilitation of this dam would allow NPIC to increase the storage from gage
height 17 feet to approximately gage height 19 feet, eliminate seepage problems, improve operations
and measurements of flows, and place the spillway in a location where it does not encroach on adjacent
landowners,

INDIAN CREEK RESERVOIR SPILLWAY

The Indian Creek Reservoir spillway does not meet State regulations regarding the size and condition
of the spillway, The State Engineers Office has placed a deadline of August 9, 200 I to correct this
problem, Due to the extremely large drainage basin associated with this reservoir and North Poudre
Irrigation Company's association with the upstream Flood Control Dam B-4, an extensive hydrological
study will be necessary to determine the required spillway size and location, Additionally. the most
recent State Engineers Inspection Report has identified seepage problems near the downstream toe of
the dam and a downstream face that is overly steep and experiencing some erosion problems,

Page 2
