A <br />sudden rise in energy prices could trigger a sharp increase in the City's <br />population. If energy prices remain the same, the City should continue to <br />grow at the slow rate of the past few years. The infrastructure exists in the <br />City to support a Much larger population and an effort is being made by the <br />Ci ty to attract other forms of non-energy rel ated 1 i ght industry.
