<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />2.0 LAWS UNDER WHICH ORGANIZED, POWERS, AND AUTHORITIES <br /> <br />The City of Craig, Colorado has all the powers of local self-government and <br />home rule, and all the powers possible under the Constitution, laws, and <br />statutes of the State of Colorado. Thi s i ncl udes the ri ght of emi nent doma in <br />and the power to co 11 ect taxes and fees as compensati on for city servi ces. <br />The organization, powers, and duties of the City are fully defined in the <br />Charter of the City of Craig, as adopted October 9, 1956, and subsequently <br />amended. <br /> <br />The Ci ty Cha rter provi des that the Mayor shall be recogni zed as the head of <br />the City Government. The City Council is the policy making authority. The <br />l~ayor and members of the Council are elected officials. <br /> <br />The Ci ty, by ordi nance, may contract wi th other governmental enti ti es for <br />services or cooperative activites and may enter into contracts and leases <br />which have been authorized by the City Council. Capital improvements may be <br />financed in whole or in part by issuance of bonds. <br /> <br />The Department of Municipal Public Utilities consists of a Division of Water <br />and Sewer and any other utilities the Citj acquires. The Department of <br />Municipal Public Utilities is responsible for the operation and maintenance of <br />the entire water system and sanitary sewer system of the City of Craig. The <br />Mayor appoints a Council member as the Director of the Department. <br /> <br />The City Council establ i shes water and sanitary sewer rates. The rates must <br />be sufficient to include all expenditures for operation and maintenance, debt <br />service requirements, a replacement fund, and a fund for improvements and <br />enlargements of the water and sewer utilities. <br /> <br />Payment into the replacement fund is made monthl y, in such amounts a s may be <br />required by standard practices applicable to the operation of utilities by <br />municipalities. Payment into the fund for improvements and enlargements is <br />made monthly, in such amounts as may be determi ned by the Counci 1. Any <br />surplus revenue from the operation of utilities is paid into the general fund <br /> <br />- B - <br />
