Statement of Project Need <br /> <br />The Wadley Farms, Filing NO.3 Homeowners Association (Wadley Farms HOA) is <br />proceeding with rehabilitation of its irrigation system, including 3 reservoirs that are <br />currently under storage restriction by the State Engineer. The reservoirs are the sole <br />source of water for irrigation and fire protection for the community. Rehabilitation of <br />the reservoirs is required to provide adequate seasonal and carry-over storage to meet <br />demands. <br /> <br />B. Description of the Project Sponsor and Project Service Area <br /> <br />1 Type of organization <br /> <br />The Wadley Farms HOA was incorporated under the provisions of the Colorado <br />Nonprofit Corporation Act, Articles20 through 29, Title 7, Colorado Revised Statutes, <br />1973, as amended (Appendix A). One of the purposes of the Wadley Farms HOA is <br />for enforcement of the Declaration of Liens, Easements, Covenants, Conditions and <br />Restrictions referred t9 as "Covenants" (Appendix B). Operation of the Wadley Farms <br />HOA is governed by the By-Laws (Appendix C). <br /> <br />At the 1995 Annual Meeting for the W~dley Farms HOA, the membership voted to <br />proceed with investigations for the creation of a special district as an additiomU <br />fihancing mechanism (Appendix D). this district may be created in 1996. <br /> <br />2 Description of existthg facilities <br /> <br />The domestic water supply for Wadley Farms is derived from ihdividut\.l weIls . <br />withdrawing water from the non-tributary Arapahoe or Laramie4<bx mils A~uifers. <br />Covenants and nearly ail well permits ptdlubit use of the wells for otitdoor purposes. <br /> <br />A separate system has been constructed for irrigation which is restricted by covenant <br />to 8,000 square-feet per lot. The irrigation system consists of 3 shares of stock in the <br />Farmer's High Line Canal, 3 reservoirs, pumps, distribution system, individual taps and <br />meters for each lot.
