A detailed listing of the costs are included in the Appendix. The
construction of Phases Band C are independent of each other and of
Phase A and can be made at any time. Phase C of Alternate 1 is the

recommendation for improvements to meet existing demands and future demands

to the year 2000, The construction of the improvements indicated as Phase A

has the highest priority and must be made in order to correct the current

water quality problem of excessive nitrates in the water supply.
