<br />TREATMENT PLANT ALTERNATIVES <br /> <br />Regionalized rather than separate facilities are proposed in all the alternatives <br /> <br /> <br />considered for upgrading potable water service within the district. Regiona1ization <br /> <br /> <br />takes advantage of the economies of scale, opportunity for capital resource pooling, <br /> <br /> <br />and improved operation and maintenance which may accompany this type of system. As <br /> <br /> <br />Figures A-I and A-2 in the Appendix indicate, substantial savings on a unit volume <br /> <br /> <br />basis may be realized by building and operating large, centralized facilities. In <br /> <br /> <br />addition, costs are distributed over a larger base, and qualified personnel must be <br /> <br /> <br />retained to manage and operate the facilities. Naturally, many complications will <br /> <br /> <br />arise in developing contractual agreements among the various entities. Assuming <br /> <br /> <br />these types of problems can be ironed out, the following feasible alternatives are <br /> <br /> <br />considered. <br /> <br />Dolores Site - Central Treatment Plant (Alternate No.1) <br /> <br /> <br />The "Dolores Site" is located at the old fish hatchery on the north bank of the <br /> <br /> <br />Dolores River - 4 1/2 miles above the town of Dolores. This site was considered <br /> <br /> <br />due to its advantageous location at a relatively high elevation above the project <br /> <br /> <br />service area. Our preliminary analysis indicated the total project area, including <br /> <br /> <br />the town of Dolores, could be served from this site and water transmitted by gravity <br /> <br /> <br />to the northern and southern portions of the District. Considerations and features <br /> <br /> <br />of this alternate are as follows: <br /> <br /> <br />1. Raw water is diverted directly from the Dolores River to the treatment <br /> <br /> <br />facility. <br /> <br /> <br />2. With Alternate No.1, the service area is fed entirely by gravity. In <br /> <br /> <br />a variation to this Alternate (No. lA), pumping is added to reduce trans- <br /> <br /> <br />mission line sizes and corresponding construction costs. <br /> <br /> <br />3. Treated water is conveyed by gravity through 7 1/2 miles of 42" line to <br /> <br /> <br />the west side of the Dolores Canyon rim. At this location, supplies are <br /> <br /> <br />transmitted either to the south through the Cortez - Towaoc pipeline, or <br /> <br /> <br />to the north through the Northern line. <br /> <br /> <br />4. All treated water is supplied from the "Dolores" treatment plant except <br /> <br /> <br />for small quantities fed from the Dove Creek plant. Minor revisions will <br /> <br /> <br />be made to the Dove Creek facility increasing plant capacity to 1.0 MGD. <br /> <br />-50- <br />
