<br />This Letter is written to address the items in your October 19,
<br />1984 1ettet outlining your review comments. We offer the
<br />following response:
<br />
<br />Item 1 Land Classification: I have obtained from the Soil
<br />Conservation Service the Soils Maps and Reports relative
<br />to the area and included a brief synopsis in Chapter II.
<br />
<br />Item 2 Reservoir Yield: I have obtained from the District En-
<br />gineer's Office in Greeley and from The North Poudre
<br />Irrigation Company Storage Records for this Reservoir.
<br />I have discussed by telephone with Mr. Jack Neutze,
<br />River Commissioner, your comment in general. We are
<br />able to show that the Reservoir normally fills. However,
<br />because of the manner in which The North Poudre Irriga-
<br />tion Company's entire system is operated and the manner
<br />in which the River Commissioner operates the entire
<br />Cache La Poudre River, it would take an exhaustive and
<br />expensive study to determine specifically the "Safe Yield"
<br />of Reservoir No. 15.
<br />
<br />Item 3 Stability Analyses: We have included a statement of con-
<br />figuration for which analyses have been completed.
<br />
<br />Item 4 Inflation Factor: The estimated costs are based on 1984
<br />dollars. We would contemplate construction in 1986 at
<br />the earliest, so in fact 2 years minimum of inflation
<br />
