The district \muld accept subscriptions for <br />project water from existing irrigation companies or from individual <br />irrigators. <br /> <br />Boundaries of the conservancy district are largely defined by <br />surrounding districts, land reservations, and physical barriers. As <br />shown on the map on the follmn.ng page, the district is confined by <br />the Cral1ford Conservancy District (Smith Fork project) on the north, <br />the Gunnison National Forest on the east and southeast, the Black Can- <br />yon of the Gunnison National Monument on the southwest, and the Tri- <br />COllllty Conservancy District on the west. An isolated segment of the <br />district includes a forest area surrounding the Soap Park Reservoir <br />site where taxable private property may be developed for recreation <br />following construction of the reservoir. No towns or trade centers <br />are located in the district as the trade centers for the area are <br />located north and west of the district in the Crawford, North Fork, <br />and Tri-Cmmty Conservancy Districts. <br /> <br />. <br /> <br />The assessed valuation of the potential district was about <br />$450,000 in 1959. lfith development of the Fruitland Mesa project <br />the assessed valuation is expected to be increased to about $1,700,000. <br />The maximum tax levy allowed by Colorado law for water conservancy dis- <br />tricts with assessed valuations of less than $10,000,000 is 1.5 mills <br />per $1 of assessed valuation until project water is delivered. Follow- <br />ing the delivery of water the maximum levy is 3 mills except in case of <br />defaults or deficiencies in payment of a district's obligations when the <br />levy may be further increased by 0.5 mill. It is anticipated that the <br />conservancy district would levy taxes in accordance with the Colorado <br />law to assist in making repayment of Fruitland Mesa project costs. The <br />taxes would be collected through regular county channels. <br /> <br />. <br /> <br />12 <br />
