We have completed
a sewage study, and have recommended to the Council to hold
on the improvements until the water problem is solved in
terms of quality and quantity.

SCOPE OF SERVICES

Our firm envisions the feasibility study and report to
provide solutions to the water supply, treatment, and distri-
bution system of Starkville. The data that is gathered and
analyzed will be put into a report following the 1975 Colorado
Water Conservation Board Guidelines.

1. Prefacing material including maps, summary, charts, are part of
the project report.

2. Develop general information of the project site such as
location and climate.

3. Research the City's historic data, organizational charter,
financial and physical assets.

~. Develop the land use classification from existing SCS information
or other data.

5. ~~ke detailed study of water requirements, including population
trends and/or growth of Starkville. Investigate \vater rights
as pertaining to the springs and well. Develop a water utilization
table to correlate supply with needs. Examine the water quality of the
well and springs and determine safe yield in terms of water rights.

6. Provide a plan of development to assure clean potable water for
community usage.

a. Geology - Make extensive test borings at the spring sites
to determine feasibility of developing springs or wells, and
collection of water by french drains or other means to be done
at the time of project construction funding. Initial geology
to be collected and analyzed from existing data.

b. Make preliminary designs for development of springs, treatment
of turbidity, and chlorination; and rehabilitation of potable
water storage tanks. Make preliminary evaluation on using a
dam or a raw water storage possibility.
