I

In reference to our phone discussion of March 12, 1996,
enclosed is a copy of the last inspection report and the letter
from the State Engineer to the company requiring that the spillway
be brought into compliance with the Rules and Regulations.

I

None of the reports in the last 10 years included an
inspection of the outlet conduit and none were critical of the
downstream slope or the condition of the headwall. I expect that
there is deterioration of the conduit, considering the age and the
appearance of the downstream headwall. The downstream slope at the
outlet section is steep and the headwall is deteriorating at least
on the surface. The deterioration is mitigated somewhat by the
conservative cross section. The performance has been satisfactory,
so far. However, I would caution the owners that this section of
the dam is critical to the long term performance and that the
current structure is relatively old and shows signs of
deterioration. Therefore, it is prudent to investigate this area
and consider addressing any needed rehabilitation or replacement
along with the spillway requirement.
