Although the
existing shallow well system provides poor quality water and creates
other undesirable problems, it appears to be the most feasible and
practical source of supply at the present time.

Consideration has been given to other sources such as deep wells,
surface waters from reservoirs and ditches, and more distant
'outside' sources of water such as the Colorado Big Thompson
Project water. Generally, the nearby sources of deep water are
expensive to develop and although the water quality is generally
good, there is an excessive amount of flourides and sol ids existing.
The 'outside' sources of water considered are of excellent quality
requiring little treatment. The 'outside' sources of water, however,
will be very expensive in order to supply water to the Town. These
'outside' sources also have limiting legal and political restrictions
which make them currently unavailable to the Town.

Neither the existing shallow well supply nor possible deep well
supply from the Fox Hills aquifer meet minimum health standards.
Treatment to satisfy current standards requires a high first-cost
treatment facility, as well as continuing high operation and main-
tenance costs.

Communications have been made with the State Health Department to
discuss the possibility of a waiver or variance to the standards. The
Health Department has verbally indicated its approval. At a later
date, another outside source of supply may be available to supplement
the existing and locally available supplies. A good quality domestic
water, such as the Colorado Big Thompson Project water or the Denver
\1ater Board supplywater, would be very desirable as the supplemental
water. It is assumed that, in the future, joint participation may
be available from other communities as the demand increases and

PS - 3 of 4
