Because <br />transactians at either extreme of this cost range are relatively infrequent, <br />it appears that a reasonable value of new sources of municipal water is in the <br />range of 53000 to $9000 per af. <br />8.3.8 Conclusion <br />The Upper Taylor River Basin has the hydrologic potential to be the <br />source of a transmountain diversion project that could deliver water to the <br />South Platte River Basin or the Arkansas River Basin. The hydrologic yield of <br />such projects depends on many technical and institutional considerations <br />including, but not limited to, the water right used for the export and the <br />instream flow requirements in the Taylor River drainage. A potential export <br />project entails many conflicts with the holders of other water rights and with <br />the operators of existing facilities. <br />Using the Taylor Park Project as an example, the total capital cost ($300 <br />million including east slope regulating storage) divided by an average annual <br />yield of approximately 42,000 af results in a unit capital cost of about $7150 <br />per af. This same project with the addition cf 58,900 af of average yield <br />from the Blue Mesa pumping variation (100,000 af total average yield) results <br />in a unit cost of about E5310 per af based on a capital cost of $531 million. <br />These costs are within the range of costs being experienced by municipal and <br />industrial users along the front range and indicate that a project with <br />'-�� <br />
