It should be noted that no conservation pool <br />presently exists at this reservoir and, therefore, no minimum storage level is <br />legally required by the Taylor Park Reservoir storage decree. <br />7he operation study assumed that instream flow releases would have the <br />highest priority, minimum reservoir level would have the next highest, and the <br />export project would have the lowest priority. This assumption was made <br />because it is expected that before an export project is implemented, such <br />conditions would be imposed by the permitting agencies. The operation study <br />also assumed that transmountain diversions would take place at a uniform rate <br />which understates the export yield potentially available during high flow <br />periods. Finally, present Taylor Park Reservoir operating rules were modified <br />by eliminating forecast rules which tend to draw down the reservoir in <br />anticipation of the next spring runoff. Instead, the export project performs <br />the same function. <br />The yield analysis was carried out for the 32-year hydrologic period of <br />1952-1983. Figure 8.4 presents the yield study results. The average of the <br />annual yields obtained during the 32-year period modeled is plotted against <br />instream flow assumption for the case of using the existing UVWUA water right <br />and for using a new junior decree. For the purpose of sizing this project, an <br />average annual yield of 42,000 af corresponding to instream flow Regime II and <br />the use of an existing water right was selected as the Taylor Park Project <br />yield. <br />A detailed evaluation of the hydrologic model output indicates that <br />construction of this project will not adversely affect existing downstream <br />water rights, except for the privately held instream flow decree downstream of <br />Taylor Park Dam. This relatively junior decree is seldom met under present <br />conditions ar under the No-Action Alternative, but the magnitude of the <br />deficiency is increased with the Taylor Park project in place. <br />Preliminary engineerin9 layouts were prepared for the 42,000 af yield <br />project configuration and the cost of that project was estimated.
