� <br />purpose of providing economic development through the construction <br />of water and recreation facilities. Such a district would require <br />state legislative authorization and local voter approval. If such a <br />Idistrict were formed and could levy a one mill property tax and half <br />cent sales tax, it is estimated that approximately $1,200,000 could <br />� be raised annually. <br />I If the district were formed to encompass the Upper Gunnison River <br />Water Conservancy District (UGWCD) boundaries only, the annual tax <br />9ncome is estimated to be 5550,000. <br />I <br />o Increase U6RWCD Mill Levv. If the present UGRWCD mill levy were <br />Iincreased by one mill, it is estimated that approximately $170,000 <br />additional.per year would be raised. That money could possibly be <br />I used for the purpose of project debt service on the basis of the <br />I indirect benefit to the community at large. <br />Io Water Sales. The UGRWCD, or a newly created entity, could develop a <br />water export project which may have the potential to subsidize the <br />ldebt service associated with development of an in-basin development <br />plan. This would be a significant undertaking for a local entity; <br />I however, they could implement such a project on a turnkey, <br />design-build basis which would make it a manageable undertaking. <br />� o Power Sales. The UGRWCD, or a newly created entity, could <br />potentially develop a pumped-storage project that might generate <br />Iincome in excess of its debt service that may have the potential to <br />assist with debt service of in-basin development. <br />� o Asoinall Mitiaation Funds. The Federal government has authorized, <br />( but not appropriated, approximately b820,000 to be used to obtain <br />access to streams for fishing as a replacement measure for the <br />I stream fishery that was lost as a result of constructing Blue Mesa <br />Reservoir.
