� <br />I5.0 IDENTIFICATION AND EVALUATION OF PLAN COMPONENTS <br />I5.1 INTRODUCTION <br />IPotential plan components were identified to meet the target objectives <br />of the study. 7hese target objectives are: <br />� 1 <br />r, <br />3 <br />4. <br />Satisfy projected future municipal and industrial water demands <br />within the study area. <br />Provide high quality recreation opportunities that will result in <br />increased tourism and related economic benefits to the study area <br />and to the State of Colorado. <br />Assure that an adequate water supply will be available to support <br />the recreational opportunities proposed as a result of ineeting <br />Objective 2 above. <br />Satisfy projected future agricultural water demands in the study <br />area. <br />5. Preserve the critical aspects of the environment, such as water <br />quality, to the maximum practicable extent consistent with the other <br />target objectives. <br />f <br />Potential components consisted of both structural and non-structural <br />Imeasures. Non-structural components include: conservation measures which <br />reduce water demand; water management techniques such as water right <br />1 transfers; and recreation improvement components. Structural components <br />considered include water storage and conveyance facilities. <br />IThe possibility of taking land out of production as a means of increasing <br />streamflow for fishery and recreational purposes was not considered as it is <br />Icontrary to Target Objective No. 4. Also, taking significant amounts of land <br />out of production might result in adverse environmental effects and the effort <br />required to evaluate that possibility is outside of the scope of the present <br />study. <br />5-1 <br />
