Re: Contract #C-153633 - Hourglass Dam

Dear Mr. Boone:

Paragraph B.2, of the project Contract between the Colorado Water Conservation Board
and the City of Greeley for the construction of the Hourglass Dam Rehabilitation Project dated
November 19, 1992 requires the City to contract for the construction of the project with
responsible and capable firms selected through competitive public bidding, Furthermore, the
CWCB must approve in writing all construction contracts before they become effective,

My staff and I concur with the CitY'$ decision on March 21, 1996 to select Barker
Construction Company, Inc, of Fl. Collins, Colorado, to construct the improvements necessary
in the Rehabilitation of Hourglass Dam, We bdieve the selected firm is responsible and capable
to do the work, and that the City followed the proper selection process in making their decision,

In accordance with Item 5 of Exhibit F of the Contract, we hereby approve the A ward of
Contract and the Notice to Proceed for this proj ecl.
