<br />Project Description and Alternatives <br /> <br />The purpose of this project is to provide a means for the JID to continue delivery of irrigation <br />water to shareholders while minimizing the possibility of a future failure of their diversion <br />structure. Three alternatives were considered: <br /> <br />1. The no-action alternative. <br />2. Repair the existing drop structure and construct a new radial gate control in the ditch. <br />3. Construct a new drop structure and new radial gate control structure. <br /> <br />Alternative No.1, no-action, was considered unacceptable since it could lead to failure of the <br />drop structure and inability of the JID to deliver water to its shareholders serviced by the <br />Peterson Ditch. <br />Alternative No.2, Repair the existing drop structure and construct a new radial gate control in <br />the ditch, was ruled out because the repair cost of the drop structure alone would exceed 50% <br />of the new construction cost. In addition, the downstream end of the structure is in very poor <br />condition and may not be repairable at all. <br />Alternative No.3, construct a new drop structure and new radial gate control structure, was <br />selected since it is considered to be the least costly reliable approach. <br /> <br />The selected alternative, Alternative No.3, consists of constructing a new 12 foot drop chute <br />spillway that drops flood flows from the Peterson Ditch to the Lodgepole Creek, and <br />construction of a water control structure on the Peterson Ditch. The control structure on the <br />Peterson will control flows down the ditch beyond the spillway and will incorporate a 3-foot slide <br />gate to direct water into a cutthroat flume to measure augmentation flows. The spillway <br />structure will replace an existing one, and will be very similar to Structure Nos. 7,8,9,10 and 11 <br />on Floodway NO.1 Phase II of the Sedgwick Sand Draws PL-566 Watershed. All walls will be <br />12" thick and reinforced accordingly. Gates include a 15' lay down gate on the spillway, and a <br />12' radial gate and a 3' slide gate on the Peterson control structure. The District plans to install <br />automated controls on the lay down gate to regulate the water level in the Peterson Ditch and <br />prevent flooding damage. <br /> <br />The Sterling Office of the Natural Resources Conservation Service (NRCS) has prepared a <br />Preliminary Engineering Report and a cost estimate for the project. The report and cost estimate <br />are included in Appendix D. The estimated cost of the full project is $145,000. The cost <br />breakdown is summarized in Table 1. <br /> <br />Table 1.
