Implementation Schedule The implementation schedule calls for completion of financing arrangements by December 2000. The JID must approve the project by vote of its shareholders. Engineering design will be completed by the NRCS in January 2001, and construction is scheduled to be completed by April 2001. Permitting All easements and rights of way have been arranged for. The project is on private land, and involves moving the control structure slightly to the south. The landowner has been contacted and has agreed in principal to allow the easement to be adjusted. The contract specifications call for returning water to Lodgepole Creek during construction, to maintain habitat downstream of the project. The project is exempt from 404 permitting requirements, since it is on private land and involves repair of an existing agriculture irrigation system. Institutional Considerations Entities that are, or may be, involved in the management, design, construction, and financing of the project include: Julesburg Irrigation District (JID); Project management and construction. Natural Resources Conservation Service (NRCS); Engineering design and Construction. Colorado Water Conservation Board (CWCB); Financing and construction. The JID will be the lead for the financing, design, and construction of the project and will enter into contracts and agreements with the various entities for the services provided by each. In order to borrow funds from the CWCB, the JID must hold an election in accordance with District rules. The CWCB loan was approved in an election held December 12, 2000. The JID sample ballot and Official Return are included in Appendix F. Financial Analysis Several entities will be involved in financing the estimated total project cost of $145,000. The JID is applying for a loan from the CWCB in maximum amount of $100,000, to pay approximately 69% of the project cost. Amounts by entity are given in Table 2. a e . ources 0 uu Ill!!
