<br />Implementation Schedule <br /> <br />The implementation schedule calls for completion of financing arrangements by December <br />2000. The JID must approve the project by vote of its shareholders. Engineering design will be <br />completed by the NRCS in January 2001, and construction is scheduled to be completed by <br />April 2001. <br /> <br />Permitting <br /> <br />All easements and rights of way have been arranged for. The project is on private land, and <br />involves moving the control structure slightly to the south. The landowner has been contacted <br />and has agreed in principal to allow the easement to be adjusted. The contract specifications <br />call for returning water to Lodgepole Creek during construction, to maintain habitat downstream <br />of the project. The project is exempt from 404 permitting requirements, since it is on private land <br />and involves repair of an existing agriculture irrigation system. <br /> <br />Institutional Considerations <br /> <br />Entities that are, or may be, involved in the management, design, construction, and financing of <br />the project include: <br /> <br />Julesburg Irrigation District (JID); Project management and construction. <br />Natural Resources Conservation Service (NRCS); Engineering design and Construction. <br />Colorado Water Conservation Board (CWCB); Financing and construction. <br /> <br />The JID will be the lead for the financing, design, and construction of the project and will enter <br />into contracts and agreements with the various entities for the services provided by each. In <br />order to borrow funds from the CWCB, the JID must hold an election in accordance with District <br />rules. The CWCB loan was approved in an election held December 12, 2000. The JID sample <br />ballot and Official Return are included in Appendix F. <br /> <br />Financial Analysis <br /> <br />Several entities will be involved in financing the estimated total project cost of $145,000. The <br />JID is applying for a loan from the CWCB in maximum amount of $100,000, to pay <br />approximately 69% of the project cost.
